1. What is the vision of Directorate of Gurdwara Elections

To conduct General elections of Delhi Sikh Gurdwara Management Committee in a free and fair manner so that faith of the people in the democratic process is strengthened.

2. What is the Mission of Directorate of Gurdwara Elections?

Directorate of Gurdwara Elections, Govt. of N.C.T of Delhi was established in the year 1974 by an Act of Parliament called the Delhi Sikh Gurdwara Act, 1971and rules made there under mainly to conduct the election of 46 membersfrom the general public and 9 members by way of Co-option to the Delhi Sikh Gurdwara Management Committee for a period of 4 years for which electoral rolls are prepared and revised from time to time. The superintendence, direction and control of the preparation of the electoral rolls for, and the conduct of General elections of Delhi Sikh Gurdwara Management Committee.

3. Who are its clients?

Our clients are :-

  • All the registered religious parties recognised by this Directorate.
  • All the Sikh Citizens eligible to contest the General Elections of DSGMC.
  • All the Sikh Citizens eligible to vote in the Elections of DSGMC.

4. What type of services is being provided?

All forms are supplied free of cost to intending candidates at the time of elections. All information is supplied /publicized through media regarding every activity concerning elections. Sale of electoral roll to religious parties, candidates and general public is made after publication of the list of contesting candidates i.e. after the hour of withdrawal. All complaints of candidates and parties are attended to promptly and remedial action taken without any loss of time. Paid advertisements are frequently given in the Dailies to apprise the public and the candidates of the activities and progress of election and various procedures regarding appointment of polling and counting agents etc, as also do’s and don’ts. Further the services under the Right to Information Act, 2005, is also being provided to the citizens.

5. What are the commitments towards citizens?

As it is neither a service department nor a public utility department. There is no day to day interaction with the citizens. During the election period there is day to day interaction with the aspiring candidates and the general public for supply of forms, electoral rolls and obtaining any relevant information which is done the same day. During the elections process a model code of conduct is imposed to regulate elections and ensure that they are held in free and fair manner.

6. What is the time schedule for redressal of grievances?

Any complaint received during the election period is disposed off promptly preferably the same day by the concerned officer of the Directorate and remedial action taken. However, any dispute arising during the election period can only be challenged by filing an election petition within the prescribed after the declaration of the result and elections, once started, cannot be stopped.

7. Is there any mechanism available for redressal of public grievances?

  1. As at No. 6 above.
  2. The applications received under the RTI Act, 2005 are disposed off within the time frame fixed under the respective Acts i.e.30 days from the receipt of application. In case of non-compliance, Director, Gurdwara Elections, may be contacted for the redressal of grievances under this Act.

8. Is there any scheme for citizen’s participation?

The Directorate functions under the provisions of the Delhi Sikh Gurdwaras Act and the relevant Rules made thereunder. The Citizens participate only during the electoral process within the ambit of Electoral Laws.
